ABOUT PALAPA RING
Palapa Ring is one of the national strategic projects regulated in Presidential Regulation No. 3 of 2016 concerning the Acceleration of National Strategic Project Implementation, which connects all 514 district/city capitals in Indonesia through Public-Private Partnership (PPP) and Non-PPP schemes.
The government's deployment of the Palapa Ring, spanning over 12,000 km across 57 districts/cities in 11 provinces under the PPP scheme, is a manifestation of the government's affirmative policy to provide fast internet in Outermost, Frontier, and Disadvantaged (3T) regions where private construction is commercially unfeasible.
The government, through the Telecommunications and Information Accessibility Agency of the Ministry of Communication and Informatics, in collaboration with three Implementing Business Entities: PT Palapa Ring Barat (Palapa Ring Barat), PT LEN Telekomunikasi Indonesia (Palapa Ring Tengah), and PT Palapa Timur Telematika (Palapa Ring Timur), completed the construction of a national fiber optic backbone network across all district/city capitals in Indonesia in August 2019.
Palapa Ring is The backbone, therefore, requires an access network for public use. The active role of telecommunications service providers is crucial to utilize the backbone and build access through the Palapa Ring.
The development of a fiber-optic network as the backbone of national telecommunications availability, connecting all regencies/cities in Indonesia, including the 3T (third-most remote) areas, encompasses sea routes, land routes, and the use of microwave radio towers to connect cities with minimal infrastructure. This is expected to optimize telecommunications infrastructure development, accelerate development, and ensure economic equality throughout Indonesia.
The name Palapa in the Palapa Ring derives from the Palapa Oath proclaimed by Prime Minister Gajah Mada, who vowed to unite the archipelago. With the same determination, the development of digital connectivity was completed from Sabang to Merauke, and from Miangas Island to Rote Island.
The Minister of Communication and Informatics in the Working Cabinet (2014–2019), Mr. Rudiantara, stated that the Palapa Ring had been planned since 2015, but had not yet been completed. It wasn't until 2016 that the project finally began, thanks to a PPP initiative from Bappenas and the Ministry of Finance.
The government then made a breakthrough by issuing a Presidential Regulation on Public-Private Partnerships (Perpres 38/2015), which provided alternative financing for development projects through a PPP scheme, enabling the start of construction of the Palapa Ring telecommunications infrastructure in 2016.
The Palapa Ring project itself is supported by the Ministry of Communication and Information Technology (Kominfo), the Agency in Charge of Public-Private Partnership Projects (PJPK), for the construction of the national fiber-optic backbone network through a cooperation scheme between the Government and the Business Entity Implementing Project (BUP) for the Palapa Ring Fiber-Optic Backbone.
About the East Palapa Ring Project
The Palapa Ring East was inaugurated on
October 14, 2019. It is designed to provide a backbone network connecting eight provinces in Eastern Indonesia, namely:
- East Nusa Tenggara
- Maluku
- Papua
- West Papua
- Southwest Papua
- Central Papua
- Mountainous Papua
- South Papua
This project uses fiber optic and microwave radio technology to reach difficult-to-access areas, with a total cable length of
7,003 km, consisting of
4,557 km of submarine fiber optic cables and
2,446 km of land-based fiber optic cables connected to
52 towers and
87 network operation centers. This infrastructure allows internet service providers (ISPs), both local and national, to utilize the backbone network to build high-speed local access - especially in the
3T (Tertinggal, Terdepan, dan Terluar | Underdeveloped, Frontier, and Outermost) regions.
About PT Palapa Timur Telematika
PT Palapa Timur Telematika (PTT) is the Implementing Business Entity (BUP) appointed by the Ministry of Communication and Information of the Republic of Indonesia (KOMINFO RI) and the Telecommunication and Information Accessibility Agency (BAKTI) to implement the Palapa Ring East Package Project.
